Department of Human Services (DHS) Prevention Fund Intermediary

The Department of Human Services (DHS) supports the delivery of funding to prevent children from entering the formal child welfare system, keep children safe in their homes, alleviate family stressors and maintain family stability. The fund, administered by PHMC, provides financial assistance with emergency expenses including rent/mortgage, utilities, repairs, and other household- or child-related needs.

Referral Process

A City DHS designee must submit an application on a child’s or family’s behalf. Designees include:

  • Domestic Violence
  • Specialized Support Services
  • Positive Youth Development
  • Out of School Time
  • Central Referral Unit (CRU) Intake

Documentation needed for the application will include:

  • Verification of risk and income
  • Verification of the expenses requested
  • Review from the social worker’s supervisor
