Jacqueline Link is vice president for Clinical Services and Quality Management at PHMC and has 33 years of experience.  Her component is responsible for clinical oversight, operations and best practices for standards of care for all PHMC direct service programs. These include Health Care for the Homeless, home and community-based HIV health service programs, and 11 substance abuse programs servicing women, children and adolescent populations in the greater Philadelphia region. In addition, Link’s department works with ChildLink Early Intervention Program to provide quality assurance and records coordination activities and other corporate responsibilities. Her group directs and assists staff in preparing for all audits, interprets regulations and written governance, and develops and implements policies and procedures to ensure adherence to regulations established by entities supporting program operations. Link specializes in HIV outreach, prevention and quality management.
