Public Health Management Corporation Announces its Intention to Affiliate with
Visiting Nurse Association of Greater Philadelphia

PHILADELPHIAPublic Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities, announced its intention to affiliate with Visiting Nurse Association of Greater Philadelphia (VNA), the oldest and largest nonprofit home health, palliative and hospice provider in the region. As part of this transaction. PHMC will acquire Philadelphia Home Care (PHC), the parent company of VNA and Visiting Nurse Society (VNS), VNA’s supporting foundation. PHC, VNA and VNS will become PHMC subsidiaries pending all final legal and regulatory approvals.

Upon the acquisition, PHMC will integrate VNA into the PHMC family of programs and subsidiaries. This relationship will align VNA within PHMC’s Integrated Health Services portfolio and provide programmatic integration and referral opportunities between the organizations, including PHMC’s network of six Federally Qualified Health Centers and its medical respite programming for individuals experiencing homelessness.

“PHMC is committed to VNA’s mission and long-standing legacy of delivering comprehensive home health, palliative and end-of-life care of the highest quality to individuals in our region,” said Richard J. Over the last year, VNA’s board of directors and executive leadership team have pursued finding the right strategic partner to support VNA’s mission and ensure organizational stability in the future.

Through this affiliation, VNA will have the opportunity to expand its programming and further serve its clients’ social determinants of health needs by providing them with a range of integrated physical, behavioral and social services available through PHMC’s network.

PHMC Awarded $2 Million RACP Grant to Support PHMC Public Health Campus on Cedar


PHILADELPHIA, PAPublic Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities, has been awarded a $2 million Redevelopment Assistance Capital Program (RACP) grant from the Commonwealth of Pennsylvania. The funding will support the development of the PHMC Public Health Campus on Cedar, an innovative and integrated public health campus designed to serve the needs of the West and Southwest Philadelphia communities.

“We are thrilled to have been awarded the RACP grant and are proud to be included among an impressive list of important statewide projects,” said Richard J. Cohen, PHMC President and CEO. “We look forward to continued collaboration with partners and the local community as we work toward a shared vision of an integrated health and wellness campus with a focus on serving our West and Southwest Philadelphia neighbors.”

The RACP funds will be used to support the renovation, restoration and development of the PHMC Public Health Campus on Cedar, which opened on March 25, 2021. PHMC is working with partners – Penn Medicine, Children’s Hospital of Philadelphia and the Independence Blue Cross Foundation – to transform the site into a 21st century hub for health and wellness. The project also supports local job retention and job growth, with an estimated $256 million in economic impact based on an independent review from Econsult Solutions, Inc.

“This funding would not have been possible without the strong support from Senator Anthony Williams and Representative Rick Krajewski, whose Districts include the Cedar Campus, and Representative Amen Brown, whose District borders the Campus. Along with their colleagues, we appreciate their advocacy and support for this important and meaningful project for this community and within a highly competitive process,” added Cohen.

“I’m grateful that our state has awarded these much-needed funds to the PHMC Public Health Campus on Cedar, a project that is providing essential healthcare services to our working-class community in West and Southwest Philadelphia,” said Representative Krajewski.

PHMC would also like to thank the following individuals for their support, encouragement and letters of support for the Campus: Senator Vincent Hughes, Representatives Matt Bradford and Joanna McClinton, and Councilmember Jamie Gauthier; community leaders including ACANA, Wharton Wesley United Methodist Church, Cobbs Creek Neighbors and the Cedar Auxiliary; as well as partners Penn Medicine, Children’s Hospital of Philadelphia, the Independence Blue Cross Foundation and Trinity Mid-Atlantic.

Olney Recreation Center Breaks Ground

Olney’s $15.5 Million Revitalization is the Largest Rebuild Project to Date

PHILADELPHIA (October 1, 2021) - Yesterday, Mayor James Kenney and City Councilperson Cherelle L. Parker joined leaders from the Rebuild initiative, Philadelphia Parks & Recreation, Public Health Management Corporation (PHMC), and the community to celebrate the groundbreaking for the $15.5 million Olney Recreation Center Rebuild project.

“Today’s groundbreaking celebrates what can happen when the city and partners work in concert with the community. The renovations and new features planned for to Olney Recreation Center will make it more inviting and accessible to the community,” said Mayor James Kenney. “We honor the history of this recreation center, which has been a cornerstone of the community for 61 years and look forward to its grand reopening with modernizations that will better serve the community for years to come.”

The Olney Recreation Center represents the largest Rebuild project to date. The multi-year City initiative funded through the Philadelphia Beverage Tax has committed hundreds of millions of dollars to restore parks, recreation centers, and libraries in neighborhoods across the city.

As one of the nation’s largest nonprofit organizations, PHMC is the project manager of the Rebuild project at Olney Recreation Center. PHMC was chosen due to its extensive experience integrating health in design to improve the health outcomes for the people it serves. PHMC recognizes that the recreation center is a mainstay in Olney and redesigning the building and site will bring the community together, build the capacity for the community and local organizations, and provide a safe and accessible space for all to use.

Kelly Maiello Architects, DEDC Engineering, Duffield Associates, Ground Reconsidered – Landscape Architects, Hunt Engineering, The Sheward Partnership, and Sports Fields were the consultants for site assessment, building design, site design, and planning. All work has been overseen by Public Health Management Corporation and Antione Johnson LLC. The design process incorporated direct feedback from community engagement efforts led by Olney Eagles Youth Organization, Olney Culture Lab, Greater Philadelphia Asian Social Service Center, Olney Recreation Center Advisory Council, and Councilperson Cherelle L. Parker’s office.

“We worked to include the community’s input in the site planning components. Over the course of the design process, we met with the community several times, understood how they currently use the center and how they would like to use the space in the future. This informed every stage of design development, site planning and budget allocations,” said Troy Leonard, Principal, Kelly Maiello Architects. “What you see in the site plan is direct result of our work with the community.”

A $15.5M investment, the project updates will include:

  • A new recreation center building that will be more welcoming and inclusive in its design while also accommodating current and future programming needs
  • Renovated gym
  • Playground renovations offering multiple play options tailored to children ages 2-5 and ages 5-12, to encourage physical activity
  • A spray ground
  • Artificial turf multi-sport field
  • Outdoor recreational track
  • Community terrace with seating
  • Relocated flag and memorial
  • New lit paths
  • ADA accessibility updates

“The redevelopment of the Olney Recreation Center will transform this space into an oasis for our Olney community, and adjacent neighborhoods,” said Councilperson Cherelle L. Parker. “In the years to come, this state-of-the art facility will serve as a gathering place for neighbors and families, provide our youth with a safe haven that meets their educational, social, and recreational needs, and offer a neighborhood-centered facility of culture and entertainment for residents across generations and ethnicities in this community. We are excited about the future of the Olney Rec Center, and I am confident that this will be one of the crown jewels of the Rebuild Initiative.”

Public Health Management Corporation announces 2021 APEX Award for innovation from
PA Association of Community Health Centers

Philadelphia, PAPublic Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities, has been awarded the 2021 APEX Award for Primary Care Excellence in innovation by the Pennsylvania Association of Community Health Centers (PACHC) at its annual conference in Lancaster. PHMC’s Director of Nursing Christine McGowan was the recipient of the award, which is given to an individual who has improved system-wide or health center-wide processes or outcomes.

McGowan was recognized for designing telehealth protocols and processes that led to a 25 percent increase in productivity across the PHMC Health Network and ensured the delivery of high-quality services. The PHMC Health Network provides care for more than 23,000 Philadelphians annually through six locations, including PHMC Care Clinic, Mary Howard Health Center for the Homeless, PHMC Health Connection, Congreso Health Center and Rising Sun Health Center.

“The APEX Awards are designed to recognize those who go above and beyond and who are an inspiration to the patients they serve and their colleagues,” says Cheri Rinehart, PACHC’s President and CEO. “They represent the pinnacle of service, quality, innovation, and achievement in primary health care.”

Public Health Management Corporation Names Donna E.M. Bailey as Chief Integrated Health Services Officer

Bailey leads PHMC’s physical, behavioral, mental health and community engagement bodies of work

PHILADELPHIAPublic Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities, is pleased to announce that Donna Bailey has joined PHMC’s c-suite as the Chief Integrated Health Services Officer, a new position created to lead PHMC’s physical, behavioral, mental health and community engagement portfolios. Bailey joins PHMC from Community Behavioral Health (CBH) in Philadelphia and becomes the organization’s third programmatic-focused officer, ensuring strategic program and service alignment into PHMC’s decision making structure. In addition, the key appointment furthers PHMC’s mission to improve the health of the community through a full continuum of integrated care.

“Today’s public health challenges facing our region and country require a collaborative, innovative and forward-looking response across sectors, programs and service lines,” said Richard J. Cohen, Ph.D., President and Chief Executive Officer of PHMC. “We are thrilled to welcome Donna to the PHMC family and are confident that her leadership in the health and social services sector at the local and state levels will be a tremendous asset for PHMC as we continue to strengthen our programming in service to communities and continue our patient-focused public health response to the COVID-19 pandemic.”

As Chief Integrated Health Services Officer, Bailey will lead PHMC’s health services, including primary health care, family planning, disease management, homeless and social services; behavioral health services, including inpatient, outpatient and residential treatment programs for individuals with substance use and co-occurring disorders; community engagement services, including programming designed as an alternative to incarceration and services for homeless and special populations; and community mental health services, including a continuum of school and community-based trauma-informed behavioral health services for children, youth and families.
“I’m inspired by PHMC’s mission, vision and comprehensive approach to public health, and I’m honored to join this service-oriented team and continue my passion for improving the health of the Philadelphia community,” said Bailey. “As an innovative organization with a diverse and committed workforce and a deep set of public health knowledge, PHMC has a long-standing legacy of serving our region and supporting the individuals, families and communities most in need.”

Immediately prior to her current role, Bailey was the Chief Operating Officer of CBH, a nonprofit 501c (3) corporation contracted by the City of Philadelphia to manage the delivery of behavioral health services for more than 700,000 eligible Medicaid recipients in Philadelphia County. Bailey served as the interim Chief Executive Officer of CBH in 2020 at the onset of the COVID-19 pandemic. A passionate advocate for equity and social justice, Bailey has anchored her career in the human services sector for over 20 years.
