Youth Safety and Responsibility Program (YSRP)
The Youth Safety & Responsibility Program (YSRP) provides specialized services for adolescents with problem sexual behavior, including charges of or conviction of a sexual offense. YSRP’s approach is strength-based and holistic, working with adolescents to incorporate support systems, focus on relapse prevention, and enhance protective factors. The program’s goal is to help adolescent participants live safe and healthy lives. This program is offered by Joseph J. Peters Institute (JJPI), a subsidiary of PHMC.
- Full comprehensive psychosexual evaluations to determine treatment needs
- Offense-specific outpatient treatment
- Individual therapy, family therapy, group therapy and psychiatry
- Evidence-based treatments include Cognitive-Behavioral Therapy (CBT), Prolonged Exposure Therapy for Trauma (PE), Dialectical Behavior Therapy (DBT) and Problematic Sexual Behavior Cognitive Behavioral Therapy for Adolescents (PSB-CBT-A)

Eligibility Criteria
Youth age 12+
History of problematic sexual behaviors, either with delinquency charges or without
Qualify for Medicaid insurance OR through a court order in Philadelphia County, OR self-pay
Referral Process
Participants and/or their caregivers can enroll directly. Participants may also connect through a referral from an agency such as Court, Probation, DHS, schools, or other mental health providers.
