Southeast Early Childhood Education Professional Development Organization
PHMC’s Early Childhood Education (ECE) Professional Development Organization (PDO) supports direct access for the ECE workforce to pursue career pathways that lead to degrees or credentials.
The program works to increase overall participation and completion of degree- and credential-based programs in the ECE workforce, raise the number of teachers who transition to the next degree after graduation and address equity-based gaps in the credentialing system.
- Serves as an intermediary for the State of Pennsylvania’s Office of Child Development and Early Learning (OCDEL), coordinating funding for institutions of higher education to subsidize credit-bearing professional development
- Conducts assessments, including career advisement, to match educational institutions to professional development opportunities that align with their ECE workforce goals
- Coordinates with PHMC’s Early Learning Resource Centers to improve the quality of ECE programs, addressing the existing barriers to degree attainment

Eligibility Criteria
Current employee at a certified child care program for 3+ months or demonstrate employment history of 6 months in child care if newly hired
- Work a minimum of 25 hours per week directly in a certified child care program
- For child care directors, make no more than $25.00 per hour; for child care teachers, assistant teachers and aides, make no more than $21.63 per hour
Interest in pursuing coursework at a participating college toward an AA or BA degree or a CDA credential
- Maintain a GPA and course grades that meet transfer requirements
