Safety & Responsibility Program (SRP)
The Safety & Responsibility Program (SRP) provides specialized outpatient services for individuals who have exhibited sexual behavior problems and/or who have been charged with or convicted of sexual offenses, and/or a history of perpetrating relational violence. SRP is a program of PHMC subsidiary Joseph J. Peters Institute (JJPI).
JJPI is certified by the Pennsylvania State Board of Probation and Parole’s Sexual Offender Assessment Board (SOAB) as a treatment provider for individuals designated as Sexually Violent Predators (SVPs).
- Comprehensive evaluations, including risk assessment
- Individual therapy, group therapy, family therapy and psychiatry
- Safety planning and overall wellness planning
- A range of evidence-based, evidence-informed and trauma-informed treatments, including Cognitive Behavioral Therapy (CBT), the Good Lives Model, Prolonged Exposure Therapy for Trauma (PE), Dialectical Behavior Therapy (DBT), and more

Eligibility Criteria
- Adults
- Live in Philadelphia and surrounding counties
- Qualify for Medicaid insurance or have coverage from the Pennsylvania Department of Corrections
Sexual Behavior Program:
- History of problem sexual behavior and/or have been charged with or convicted of sexual offenses
Relational Violence Program:
- Engaged in harmful behavior toward their intimate partners
Referral Process
Participants can enroll directly or may connect through a referral from county, state, and federal departments of probation/parole.
