As the Administrative Intermediary for the City of Philadelphia’s PHLpreK program, PHMC subcontracts with child care programs to provide free preschool services. These quality pre-K and child care programs offer engaging, appropriate activities in settings that facilitate healthy growth and development while preparing children for success in school.
- Oversees the PHLpreK application and enrollment processes for families and providers
- Coordinates provider contracting and payments
- Implements compliance monitoring activities
- Manages licenses for several databases used to collect enrollment and other child-level data; provides training and help desk supports on these systems

Eligibility Criteria
For families:
- Children who will be age 3 or 4 years on or by September 1 at the start of the upcoming school year
- Live in Philadelphia
Providers may apply to become a PHLpreK provider during an open seat selection process.
- Providers need to meet criteria defined in a Request for Qualifications (RFQ).
- STAR 1-4 rated providers and unrated locations with a STAR 3 or 4 in the legal entity are all eligible to apply.
