Parenting Collaborative Intermediary
The Parenting Collaborative Intermediary administers a network of providers that deliver evidence-based parenting education coursework. This network comprises about 30 parenting education providers across the City of Philadelphia, including community-based organizations, schools and shelters. PHMC distributes funding from the Department of Human Services (DHS) to these providers to support the use of DHS-approved curriculum.
The goal of the collaborative is to reduce incidences of child abuse by supporting parents in regulating their emotions, respecting cultural differences and interrupting cycles of generational trauma.
- Distributes funding from the Department of Human Services, manages contracts and maintains compliance
- Equips providers with the training necessary to implement the parenting education material
- When someone refers a parent, PHMC assesses their needs and connects them to the provider in the network that best fits those needs

Eligibility Criteria
Live in Philadelphia
Providers typically work with families with special needs, including but not limited to:
- English as a second language
- Hearing or visually impaired
- Parents with a mental health diagnosis
- Parenting teenagers
Referral Process
Families can enroll directly. DHS may also connect families to services. A provider, hospital or school may refer a family.
PHMC connects each family with the provider that will best meet their needs (geographic, linguistic, deaf or hearing families with deaf children, and other special needs).
