Fund for Quality supports early childhood education providers in expanding their services to reach more low-income families. In partnership with Reinvestment Fund and funded by the William Penn Foundation, PHMC provides business planning support, as well as grants and technical assistance for capital expansions.
- PHMC’s expert consultation team works with providers in a 6-month+ engagement for organizational planning and project pre-development
- After a successful planning phase, providers are eligible to apply for capital grant awards

Eligibility Criteria
Licensed early learning providers in Philadelphia
- STAR 3 and 4 centers operating in Philadelphia
- Non-profit or for-profit
- Currently serving at least 50% low-income/under-resourced populations
- In good standing with DHS Certification and free of city, state and federal liabilities
Referral Process
Providers may respond to RFPs during periodic application cycles; funding will typically be announced via website or listserv. Application cycles are dependent on funding availability.
