Fresh Start, a Workforce Development program, serves youth transitioning out of placement by providing career readiness support. Training for National Certified Insurance Coding Specialist (NCICS) certification prepares students for employment in medical settings, focusing on claims processing and billing. The Serv-Safe Food Manager certification program, a partnership with the Health Promotion Council’s Nutrition and Active Living team, offers job training and certification for food service industries. Fresh Start is a program of PHMC’s Health Promotion Services.

Eligibility Criteria

Medical Billing and Coding:

  • Age 18-21
  • High school diploma or GED
  • Ability to pass a criminal background check
  • Reading at an 8th grade level
  • History of substance use

Serv-Safe Food Manager Certification:

  • Age 14-21
  • Referred by juvenile probation officer OR considered at risk

Referral Process

Youth or parents/guardians can get involved directly or may be referred by a juvenile probation officer.
