The Forensic Intensive Recovery (FIR) Program is a prison deferral initiative that offers substance use treatment as an alternative to incarceration. PHMC operates the Clinical Evaluation Unit (CEU).
- Evaluations for chemical dependency
- Referrals to community-based providers for outpatient, intensive outpatient and residential treatment services
- Case management, including connections to behavioral health assessments, substance use treatment, employment and educational supports

Eligibility Criteria
Involvement with the Defender Association of Philadelphia is required.
Case Management and Probation Supervision are required elements of Forensic Intensive Recovery services.
Referral Process
All participants must be referred through the Defender Association of Philadelphia.
