Early Learning Resource Center (ELRC) 18 – Philadelphia County
Early Learning Resource Center (ELRC) 18 is the hub of child care information in Philadelphia County. In partnership with the Pennsylvania Office of Child Development and Early Learning, ELRC 18 helps families and early child care and education providers connect to services and provides them with access to all needed community resources.
PHMC implements the Early Learning Resource Centers in Regions 15, 18 and 19 on behalf of the Pennsylvania Department of Human Services’ Office of Child Development and Early Learning (OCDEL) to provide a single point of contact for families, early learning service providers and communities to gain information and access services that support high-quality child care and early learning programs.
Additionally, PHMC is the administrator of the PA Child Care Works and Keystone STARS programs.
