Accessing Child Care Expansion and Sustainability Supports (ACCESS) provides grants and technical assistance for quality improvement and expansion to early childhood education programs operating in persistent high-need neighborhoods. ACCESS is funded through the Vanguard Strong Start for Kids program and offered in collaboration with Reinvestment Fund.
- Quality supports include facility scans to co-develop quality improvement and/or sustainability plans along with a capital grant
- Expansion supports include one-on-one consultation along with a capital grant, with potential eligibility for an additional capital award

Eligibility Criteria
Licensed early learning providers in Philadelphia
- STAR 1 and 2 ECE programs operating in Philadelphia
- Non-profit or for-profit
- Involved in current quality improvement initiatives
- Open in their community for 5+ years
- Demonstrated strong community backing
- Other eligibility requirements vary by cohort
Referral Process
Providers may respond to RFPs during periodic application cycles; funding will typically be announced via website or listserv. Application cycles are dependent on funding availability.
