We work with families, home-based child care providers and communities to support not only early literacy and school readiness, but early opportunities. Early Intervention
Early Intervention has two separate programs:
- Early Intervention (EI): EI is a program available at no cost, regardless of family income, to provide services to children who have or are at risk of developmental delays. The program is designed to be a collaboration between families and the specialists helping their children. Specialists coach parents and caregivers to help their children in their natural routines, including in early care and education settings.
Make a referral to Early Intervention here. - Intervention Advocacy: The Thriving PA Coalition is working to ensure each and every child in PA with developmental delays is able to access quality, timely Infant and Toddler EI services through a strong and supportive workforce. Focus on Fathers
Focus on Fathers (FOF) aims to strengthen fathers’ positive involvement in their children’s lives. The program equips participants with the tools and skills to gain employment and economic opportunities, as well as to strengthen their roles as parents and partners, fostering healthier family dynamics and positive relationships. The program serves fathers, stepfathers, other male caregivers, couples and co-parents.
Eligibility:
- You must be a male caregiver (father, uncle, grandparent, stepfather, friend, etc.) living in Philadelphia, PA.
- The child must be 24 years old or younger.

SafeCare Augmented for Family Empowerment (SAFE)
SAFE is a parenting education for caregivers of children ages 0-5. Providers work with families in their homes to improve parents’ skills in three areas: (1) parent-infant/child interaction skills, (2) health and development, and (3) home safety. The SAFE program is typically conducted in 50-90 minute weekly home visiting sessions for 18-20 weeks.
