Zachary leads PHMC’s risk management and compliance efforts, developing and executing organizational strategies that protect PHMC’s people, operations, reputation and financial assets. He brings to this role nearly 20 years of experience in legal leadership, claims management, operations, litigation and public policy. He provides leadership for enterprise risk management (ERM), insurance and risk transfer programs, compliance oversight and organizational safety initiatives. Additionally, he serves as a key advisor to the PHMC Board of Directors on matters related to risk, compliance and ethics.

Prior to joining PHMC, he served as General Counsel & Managing Director at Altus Partners, Inc., where he built and led the company’s legal and compliance infrastructure, overseeing regulatory matters, governance, employment practices, litigation and contracts. He later expanded his role to include corporate operations, including human resources, insurance renewals and employee benefits, real estate, IT and cybersecurity. Earlier in his career, he established Altus’ claims advocacy operation as Managing Director of Claims, led outside counsel audits nationwide as a Senior Litigation Auditor at Liberty Mutual Insurance Company, and handled civil litigation and federal cases in the U.S. District Court for the Eastern District of Pennsylvania as an Associate Attorney at Reilly, McDevitt & Henrich.

Zachary holds a Juris Doctor from Duquesne University Kline School of Law and a Bachelor of Arts in Political Science & Philosophy from Gettysburg College. He is licensed to practice law in Pennsylvania and New Jersey, holds a Property & Casualty Insurance Producer License in Pennsylvania and is a Certified Fraud Examiner.
