Tobacco Merchant Education Initiatives

Health Promotion Council (HPC) offers two Tobacco Merchant Education Initiatives. The Philadelphia Enforcement and Education Program and the Pennsylvania Statewide Merchant Education Initiative focus on ensuring compliance with youth tobacco sale laws through monitoring and education in Philadelphia and across the state. The goal of the program is to reduce youth access to tobacco products by conducting compliance checks and providing training and awareness for tobacco merchants. HPC is a PHMC subsidiary.

  • Compliance checks to identify violations of youth tobacco sale laws
  • Online and in-person trainings for merchants on tobacco sale law and preventing sales to minors. Trainings are offered in English with multilingual materials in Chinese, Spanish and Korean.
  • Media efforts to educate community members about youth tobacco sale laws and the consequences of purchasing tobacco products for minors
  • Media efforts to educate tobacco merchants about the importance of compliance with youth tobacco sale laws and the consequences for selling tobacco products to minors
