Out-of-School Time (OST) Intermediary
PHMC’s Out-of-School Time (OST) Intermediary provides financial and programmatic support to the provider agencies in the City of Philadelphia’s OST Network. These providers offer generalized and specialized afterschool and summer programming for children in kindergarten through 12th grade. OST Intermediary provides Morning Care Programs and winter and spring break camps in support of the City of Philadelphia’s Extended Day/Extended Year School (EDEY) Initiative.
OST provides intermediary support in three areas:
- Programmatic: coaching, program planning and quality, and goal-setting and completion process
- Performance: program observations and youth surveys, data dashboard and support for data interpretation, and professional development
- Operations: management of funding and contracts; capacity building related to data, staffing and regulatory compliance
PHMC also funds organizations that support the OST Network in areas including:
- Professional development
- Program delivery training
- Support to inclusive OST programming

Eligibility Criteria
Programming offered at funded OST sites is free to all Philadelphia families.
OST providers are selected through competitive, open requests for proposals (RFPs).
School sites are identified by the City of Philadelphia in partnership with the School District of Philadelphia.
