Intermediate Punishment Program (IPP)

The Intermediate Punishment Program (IPP) is designed for individuals convicted of drug-related offenses as an alternative for those who would otherwise be sentenced to incarceration. A drug-related offense is a crime motivated by the individual’s consumption of or addiction to alcohol and other drugs.

Once determined eligible by the court, the Clinical Evaluation Unit (CEU), operated by PHMC, evaluates participants for chemical dependency. When appropriate, participants are then sentenced to IPP.

  • Behavioral health and chemical dependency assessments (conducted by the CEU)
  • Case management
  • Substance use treatment
  • Vocational trainings
  • Intensive probation supervision

Eligibility Criteria

Participants must be nonviolent offenders listed at Levels 3 and 4 in accordance with the Pennsylvania Commission of Sentencing Guidelines.

Electronic monitoring is required for participants in nonresidential treatment.

Referral Process

All participants must be referred through the Defender Association of Philadelphia.
