Under contract with the Philadelphia Department of Human Services (DHS), PHMC implements the Child and Adolescent Needs and Strengths (CANS) Assessment Unit. Using the CANS assessment, a tool that collects a large amount of information on a child or adolescent's present environment, CANS program staff assess the needs of children and adolescents referred by DHS and make recommendations to help DHS make placement decisions regarding foster care.

Children and adolescents are eligible for a CANS assessment if they are referred to the foster care system or already receiving foster care services.
