PHMC is the implementation partner of the Thriving Providers Project (TPP) in Philadelphia.
Thriving Providers Project is a national initiative spearheaded by Home Grown to support local organizations launching direct cash pilots to stabilize the economic well-being of home-based child care providers so children can succeed. Learn more at thrivingproviders.org.
Thriving Providers Project provides ongoing direct cash transfers to licensed Family Child Care (FCC) providers. Unrestricted cash transfers are likely to be an effective way to economically stabilize providers and increase the continuity of care. When providers aren’t burdened with how they are going to pay their mortgage or where their next meal is coming from, they are able to improve the responsive relationships with children, and ultimately improve early learning experiences for families.
This initiative prioritizes the impact home-based caregivers have on the children and communities they serve when financial stressors are reduced. Utilizing research from guaranteed income initiatives around the country and best practices in early childhood education, we know that supporting and stabilizing providers and caregivers will improve the availability and quality of care for children and families.
Important Dates:
March 22, 2024 – Pre-Application Information Session
March 22, 2024 – Applications for FCC providers to participate in TPP made available by invitation
April 15, 2024 – Application Deadline
May 4, 2024, 10:00AM – 1:00PM – Orientation for participating FCC providers
Eligibility:
This program is intended for licensed Family Child Care providers in Philadelphia.
- Working a minimum of 20 hours a week
- Care for at least 1 child under the age of 5
Priority Consideration will go to applicants:
- STAR 1 / 2
- Serves subsidized families
- *Operating in area of High-Poverty
- *Operating in region identified as having “shortage in Total Childcare Supply”

Applications will be accepted between March 22, 2024 and April 19, 2024.
