Comprehensive Survey Measures Community Health and Well-Being

PHILADELPHIA –Public Health Management Corporation's Community Health Data Base (CHDB) is conducting its 14th Southeastern Pennsylvania Household Health Survey, a major regional telephone survey examining the health, well-being and health care experiences of residents of Bucks, Chester, Delaware, Montgomery and Philadelphia Counties. One of the largest household health surveys in the country, the findings have been used by more than 350 non-profits, hospitals, academic institutions, government agencies and other organizations to plan and sustain public health initiatives, to advocate for programs that support health, and to better understand the factors that influence the health of adults and children throughout our region.

The first Southeastern Pennsylvania Household Health Survey was conducted in 1983, and since 1994 the survey has been conducted every two years across the five-county region. While individual responses are kept confidential, the data are used together to examine patterns and trends in neighborhoods and communities across Southeastern Pennsylvania.

Historically, most telephone surveys have been conducted with individuals on landline telephones; however, a growing population of adults is available only by cellular phones. Beginning in 2008, CHDB has been contacting respondents on cell phones. "In our 2014-15 survey, we're proud to announce that one in five respondents will be reached on cell phones," says Francine Axler, CHDB director. "Increasing our cell phone sample ensures that we capture the views and experiences of all of our neighbors."

Focus on Access to Health Care
Each year, the survey captures important information related to access to health care and the health care experiences of adults and children in communities throughout the region.

"Our team works closely with a network of partners to determine topics that are most important," said Francine Axler, executive director, CHDB. "It's critical that we understand the impact that health care reform continues to have on access to care."

The 2014-2015 survey examines health insurance coverage and highlight the experiences of the uninsured and newly insured. Additionally, the survey data will describe health care experiences. Questions include:
• Have (you/Has he/Has she) looked into purchasing health insurance coverage through Healthcare.gov?
• How difficult was it for (you/him/her) to find a plan with monthly premiums (you/he/she) could afford?
• How difficult was it for (you/him/her) to find a plan that (you/he/she) could afford to use, that is, a plan with copays and deductibles that (you/he/she) could afford?
• Did (you/he/she) enroll in a health insurance plan offered through Healthcare.gov during this current open enrollment?

These questions are among the more than 200 included in the survey, which address screenings, diagnoses, neighborhood concerns, safety, health behaviors and more. For information on becoming a CHDB member or affiliate, with special access to the data, please call 215.985.2521.

Eight beneficiaries receive more than $331,500 to support local public health initiatives

PHILADELPHIA, PA— Public Health Fund, the affiliate grant making operation of Public Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities, has announced its 2014 grant winners totaling $331,538 to eight beneficiaries.

"This year's grant winners exemplify the mission and vision of Public Health Fund, which is to improve the health of the Delaware Valley," said Anne Callan, Chief Operating Officer, Public Health Fund. "We are excited to acknowledge this year's initiatives, which address the region's public health needs through innovation."

The winning organizations for public grants and the amounts include:
Thomas Jefferson University Medical School, Creation of Injury Control Research Center ($75,000): The Center will act as an umbrella organization to study any issue of unintentional and intentional injury in society.
Philadelphia Education Fund, Ed Fund/CTI Postsecondary Project ($68,500): This initiative will provide a pathway from high school to postsecondary degrees and certificates offered by PHMC affiliate Metropolitan Career Center and its licensed accredited nonprofit college, Computer Technology Institute, to students in some of Philadelphia's most distressed neighborhoods.
PHMC Public Health Institute, Household Health Survey for the Delaware Public Health Institute ($75,000): The dataset from the Household Health Survey in Delaware will provide a unique, in-depth view into critical health topics experienced by adult Delawareans.

Public grant recipients must demonstrate an ability to leverage funds through collaboration and new revenue models, supporting Public Health Fund's commitment to impact population health by investing in system-scale initiatives. The rigorous and competitive submission process attracts dozens of applicants each year.

For the second year, Public Health Fund awarded grants to support specific PHMC initiatives in key strategic areas through the Innovation Fund. The Fund followed a competitive grant submission process with a dual goal of promoting innovation and creativity among PHMC staff, while also exploring new business lines and strengthening existing ones. The winning organizations and amounts include:
PHMC and its affiliate, National Nursing Centers Consortium, Get Covered Connector ($25,000): The tool will enhance statewide health insurance enrollment.
PHMC affiliate Health Promotion Council, Statewide Alliance for Community/Clinical Partnership ($25,000): The new coalition aims to improve the health of Pennsylvanians through the development of strategic and sustainable community-clinical partnerships.
PHMC's Research and Evaluation Group, Worksite Wellness Evaluation ($23,538): The survey of employer members of the Greater Philadelphia Business Coalition on Health will build a new line of business in worksite health assessment.
PHMC program WestHaven, Recovery Through Music ($20,000): The long-term structured residential program will engage a music therapist to work with each resident.
PHMC's Community Based Services, PHMC Applied ($19,500): The administration of professional development for K-12 teachers will incorporate best practices in applied learning to improve youth academic performance.

PHILADELPHIA, PA—Public Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities, is proud to announce that Denise Christian, PHMC Board Chair and National Vice President of Clinical Coverage Review at UnitedHealthcare, has been honored as a 2014 Woman of Distinction by the Philadelphia Business Journal. Dr. Christian and the other 30 winners will be recognized on November 18 at Vie as the region's most dynamic and influential business women who have made a difference in their communities.

"We are thrilled that Denise has been honored for her incredible accomplishments and commitment to the health care industry," said Richard Cohen, President and CEO of PHMC. "She is a tireless advocate for quality health care in our region and has contributed great service to PHMC and our family of programs and affiliates."

Denise Christian, M.D., is a successful, board-certified physician and executive with more than 20 years of for-profit managed care experience. Dr. Christian has developed new proposals and bids for business growth opportunities, developed contracts for new business and designed and operated start-up and expansion health plan businesses. Dr. Christian's team adapted a successful care, quality and utilization management program that conformed to the state, federal and external agency requirements. Their work has led to much success for UnitedHealthcare.

In addition to her many professional accomplishments, Dr. Christian is a community leader. She serves as Board Chair for PHMC, one of the largest and most comprehensive public health institutes in the country with 350 public health programs and 12 affiliate organizations, serving close to 350,000 clients annually. Dr. Christian is also board chair of the UnitedHealthcare Community and State health plan of Pennsylvania.

Through her service at PHMC she has assisted the PHMC health network through the arduous evaluation process that led to PHMC receiving The Joint Commission's Gold Seal of Approval® designation for both Ambulatory Care accreditation and Primary Care Medical Home certification. She was also a vital advocate and supporter for the PHMC health network's effort to educate more than 1,500 Philadelphia residents take advantage of insurance options available to them through the Affordable Care Act's Health Insurance Marketplace.

Over the course of her career, Dr. Christian has won numerous awards for her work in the health care industry, including a 2009 citation from the Philadelphia City Council honoring Dr. Christian's 17 years of service to the citizens of the City, and the American Association of Health Plans Award for Telemedicine Program and People United to Save Humanity. In addition, the Philadelphia Chapter of the National Political Congress of Black Women named her the 1997 Shirley Chisholm Award recipient. This award recognized Dr. Christian's excellence in learning, sensitivity to social issues and her commitment to activism in health care policy that impacts African American communities.

Dr. Christian holds a Bachelor of Science degree from Rutgers University and a medical degree from the University of Pennsylvania.

National Consortium report provides blueprint to ensure all Americans have access to quality health care

Philadelphia, PA – November 6, 2014 – The National Nursing Centers Consortium (NNCC), an affiliate of Public Health Management Corporation and a nonprofit organization that advances nurse-led healthcare globally, today released a report, "The Future of Nursing," which provides recommendations for transforming the field of nursing, in particular the role of Advanced Practice Nursing (APN), in order to ensure quality health care access to all.

Recommendations include 1) standardizing the definition of the APN role; 2) improving the educational curriculum for APNs, while respecting each country's unique cultural and political context; 3) increasing access to primary and preventive health care services by removing policy barriers that prevent APNs from practicing to the full extent of their education and training; 4) reforming healthcare funding mechanisms to allow for APN-based practice models; and 5) continuing the collection of data and sharing of information on APN quality and outcomes in a variety of countries/settings.

The findings for the report came out of the 2014 Global Advanced Practice Nursing Symposium, a two-day event sponsored by the Robert Wood Johnson Foundation and jointly convened by NNCC, the University of Pennsylvania School of Nursing, the Office of the Chief Nurse in Queensland, Australia, and AARP International. Over 30 individuals representing ten countries and six continents attended the symposium, with the goal of sharing best practices for developing and utilizing APNs that can be scaled to expand access to quality healthcare globally. Following the event, an international working group of nurses and health policy leaders collaborated with NNCC on the white paper which includes recommendations for global leaders and policymakers that are flexible enough to be applied in diverse locations and settings.

"The Foundation understands that APNs are essential partners in improving health and healthcare," said Sue Hassmiller, Senior Advisor for Nursing, Robert Wood Johnson Foundation. "The Future of Nursing report provides a blueprint for transforming nursing to ensure that all Americans have access to quality health care. Expanding that discussion to a global level acknowledges that there is so much we can learn from the experiences of other countries."

"One of the key barriers to expanding the role of APNs is the existence of a culture that has not yet acknowledged the ability of skilled nurses to provide care," said Frances Hughes, Chief Nursing and Midwifery Officer, Queensland Department of Health. "By incorporating these recommendations into practice, we can ensure that nurses can treat patients based on a more broad definition of health around the world due to the standardization of their education."

An international coalition of stakeholders will work together to disseminate and implement the white paper's recommendations. It will be shared with nursing organizations, health policy leaders and nurse educators throughout the world and will be presented at upcoming international conferences and meetings.

Julie Fairman, Professor of Nursing, The University of Pennsylvania School of Nursing, explains "our main mission is to improve the public's health, and advanced practice nurses are a key way of moving that agenda forward."

We recognized the need to create a dialogue about how different countries are developing and utilizing APNs to improve access to care for their citizens. Sharing best practices and learning form the challenges and experiences of other countries helps further our goals of increasing access to high-quality healthcare worldwide," says Tine Hansen-Turton, Chief Executive Officer of NNCC. She adds, "This white paper is just the beginning and will enable continued collaboration to advance the role of advanced practice nursing across the globe."
