As of July 1, PHMC is the new Southeast Regional Key (SERK) for the Pennsylvania Early Learning Keys to Quality program. An initiative of the Pennsylvania Department of Public Welfare’s Office of Child Development and Early Learning (OCDEL), the program is dedicated to serving childcare providers statewide and implementing a system of program quality improvements and professional development supports for early childhood education.  PHMC is one of six regional keys and will provide technical assistance and professional development to childcare providers and evaluate providers to assess their quality levels based on the Keystone STARS system. The Keystone STARS system is part of OCDEL’s approach to improve, support and recognize the continuous quality improvement efforts of early learning programs in Pennsylvania.
