PHMC’s Housing & Justice-Related Services (HJRS) will now offer Tenant Based Rental Assistance (TBRA) and supportive services for 40 young adult families, thanks to a $1 million in HOME Investment Partnerships American Rescue Plan (HOME-ARP) funding from the City of Philadelphia’s Office of Homeless Services (OHS).

This grant will expand HJRS’s scope of TBRA services that support families who are experiencing or at risk of homelessness, building in a case management component alongside housing coordination. By addressing skills and conditions that are essential to housing stability – employment and resume writing, budgeting, home maintenance, parenting, life skills and more – PHMC’s HOME-ARP program will build the foundations for individuals and families to maintain long-term stability. Case managers will connect clients to tenant support and community resources as needed, and maintain relationships with landlords to help place families in housing.

TBRA provides subsidies of up to 24 months to help families afford housing costs. HOME-ARP’s goal is to support families in sustainably increasing their income and strengthening their social safety net, reducing the risk of returning to homelessness once the subsidy ends. Despite the Fair Market Rate for rental units increasing every year, 93.5% of clients in PHMC’s TBRA programs remain stably housed.

HOME-ARP is an initiative of the U.S. Department of Housing and Urban Development, created to reduce homelessness and increase housing stability across the country.
