Public Health Management Corporation Names Leadership for Turning Points for Children

PHILADELPHIAPublic Health Management Corporation (PHMC) has named David Fair as Executive Director and Cydney Dasent as Deputy Director of subsidiary Turning Points for Children, a social and health services agency supporting at-risk children, youth and families.

“Turning Points for Children plays a critical role in leading the enterprise's children and family social services work,” said Michael Pearson, President and CEO of PHMC. “With David’s 40 years of commitment to children and families and Cydney’s 20 years in social services in Philadelphia, we are eager to see Turning Points for Children continue to thrive under their direction and dedicated leadership.”

Turning Points for Children provides evidence-based programming that nurtures children and their families who are struggling with economic and environmental challenges. Built on the foundation of wellness, safety, diversity and collaboration, Turning Points’ programs focus on young people within the foster care system and child welfare, and broaden the continuum of care for families with programs like LifeSet, Family Finding, Project F.A.M. Family Support Services and The Bridge.

David Fair, Executive Director

Since 2013, David has helped lead the Turning Points team as Deputy Chief Executive Officer. In this role, he provided oversight to the case management services for more than 2,500 families and more than 4,000 children. In addition, he founded and managed the region’s largest foster care agency and numerous child abuse prevention programs.

David brings more than 40 years of expertise in strategy, corporate and foundation relations, executive management and nonprofit leadership. He also established and led several government entities in Philadelphia. David has held the positions of Assistant Managing Director with the City of Philadelphia, Senior Vice President of United Way of Southeastern Pennsylvania, Executive Director of We The People Living with AIDS/HIV, and Founder and Director of AIDS Activities Coordinating Office for the City of Philadelphia.

David has been recognized for his work frequently over the last 40 years, most recently being honored with the Philadelphia Gay News Legacy Award, the Philadelphia Inquirer’s Citizen Award, and the Social Innovator Award from the Philadelphia Social Innovations Journal.

David received a political science degree from the University of Pennsylvania in 1975.

Cydney Dasent, Deputy Director

Cydney joined Turning Points in 2018 and most recently served as the agency’s Operations Director, where she supported and led Turning Points’ Community Umbrella Agencies. In addition, she has been responsible for oversight and operations of The Bridge, a behavioral health treatment and youth opportunity program.

She has more than 20 years of experience in social services, including serving in key leadership positions with Operation Warm and Presbyterian Children’s Village. Cydney is a Philadelphia native with a master’s degree in social work from Temple University and a master’s degree in business administration from St. Joseph’s University.
