Public Health Management Corporation Names Donna E.M. Bailey as Chief Integrated Health Services Officer

Bailey leads PHMC’s physical, behavioral, mental health and community engagement bodies of work

PHILADELPHIAPublic Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities, is pleased to announce that Donna Bailey has joined PHMC’s c-suite as the Chief Integrated Health Services Officer, a new position created to lead PHMC’s physical, behavioral, mental health and community engagement portfolios. Bailey joins PHMC from Community Behavioral Health (CBH) in Philadelphia and becomes the organization’s third programmatic-focused officer, ensuring strategic program and service alignment into PHMC’s decision making structure. In addition, the key appointment furthers PHMC’s mission to improve the health of the community through a full continuum of integrated care.

Cohen, Ph.D., President and Chief Executive Officer of PHMC. “We are thrilled to welcome Donna to the PHMC family and are confident that her leadership in the health and social services sector at the local and state levels will be a tremendous asset for PHMC as we continue to strengthen our programming in service to communities and continue our patient-focused public health response to the COVID-19 pandemic.”

As Chief Integrated Health Services Officer, Bailey will lead PHMC’s health services, including primary health care, family planning, disease management, homeless and social services; behavioral health services, including inpatient, outpatient and residential treatment programs for individuals with substance use and co-occurring disorders; community engagement services, including programming designed as an alternative to incarceration and services for homeless and special populations; and community mental health services, including a continuum of school and community-based trauma-informed behavioral health services for children, youth and families.

Immediately prior to her current role, Bailey was the Chief Operating Officer of CBH, a nonprofit 501c (3) corporation contracted by the City of Philadelphia to manage the delivery of behavioral health services for more than 700,000 eligible Medicaid recipients in Philadelphia County. Bailey served as the interim Chief Executive Officer of CBH in 2020 at the onset of the COVID-19 pandemic. A passionate advocate for equity and social justice, Bailey has anchored her career in the human services sector for over 20 years.
