PHMC has been selected to serve as the Administrative Intermediary for the City of Philadelphia’s new Philadelphia Pre-K initiative (PHLPreK) in partnership with the Urban Affairs Coalition (UAC).
In this role, PHMC is partnering closely with UAC to support the execution of the City’s vision to deliver high-quality, accessible pre-K throughout Philadelphia. PHMC and UAC are joined together in the belief that high-quality, affordable early childhood education should be accessible to all children across our region.
PHLPreK leverages the strengths of both organizations, each with more than 40 years of experience as premiere intermediaries, specifically: PHMC's fiscal strength and administration, as well as its extensive early childhood education experience; and UAC’s vast network of diverse community-based organizations and experience assisting community-based enterprises with their back office needs.
Beginning January 1, 2017, PHMC and UAC will manage provider payments and monitor contract deliverables. As the lead agency, PHMC will manage data and ensure programs are connected to external resources and supports, while UAC will provide back-office technical assistance to providers.
While PHMC and UAC have aligned and collaborated on important work serving the Philadelphia region for many years, PHLPreK is the first-time the organizations have co-led and co-created an initiative together in this capacity.
