PHMC has been awarded a $175,000 grant from the William Penn Foundation to develop a plan to support employers of low-wage workers in Philadelphia in providing incentives for their employees to choose high-quality child care.

High-quality early childhood education is critical to support the growth and development of young children—particularly those at risk—and ensure school readiness.

PHMC will examine how employers can be key partners in supporting family demand for high-quality care, increasing the supply of high-quality care, crafting child care policy and enhancing funding for a service that is critically underfunded.

By September 2016, PHMC will develop a plan that details evidence about the benefits and costs of employer-sponsored child care models. The plan will also determine the level of interest from local employers of low-wage workers and develop a menu of options on how employers in Philadelphia can create child care incentive programs or on-site child care.
